[OMS_MANAGERS] Advisor to property developer?

All:
I have two parties possibly interested in developing a downtown lot owned
by the Urban Redevelopment Authority. One owns a business on the adjacent
lot. The other owns the building that houses the other's business on the
adjacent lot. The business owner has asked me to be a part of an advisory
team to help determine feasibility of the proposed concept. The other party
hasn't made any additional inquiries aside from once or twice in passing a
couple months ago.
The development of this site would be an important case study for our
downtown... but MSOC can't be perceived as playing favorites... especially
since the other party is important to the success of our EID renewal.
It would seem that once the property has been acquired MSOC would be free
from conflict and able to provide as much resources as it wishes to help
the project succeed.
Until then, do you have any experience with navigating similar competition
between two downtown stakeholders?
