[OMS_MANAGERS] Design Assistance

Hello! We have some stakeholders wondering about possible design assistance
to explore tangible projects before investing more deeply. I know some
communities have made use of Urban Renewal funds for something like this
but was wondering if any of you know of any other program that helps
property owners pay for initial design and/or construction documents.
