[OMS_MANAGERS] Selling/serving alcohol at events

We are planning our third year of First Friday, May thru October 2014. This year we have invited Beaverton Farmers Market vendors to be a part of our downtown celebration and to set up tables/displays on sidewalks between storefronts. Quite a few of these vendors sell wine, beer, and/or other alcoholic beverages. They rely on tasting to sell their bottled products. The official Farmers Market Saturday location is confined to a parking lot and visitors can sample alcoholic products within the confines of that lot. However, First Friday includes an area that is approximately four city blocks by four city blocks with vehicular traffic on the streets and pedestrians on the sidewalks.
My question is how other Main Street cities handle this category of vendor. Do we need to place them on private parking lots with the permission of the property owners and confine the sampling of alcoholic products to those private lots? Do we have to prohibit sampling of alcoholic products altogether and risk loosing the participation of these vendors? This is all new territory to us and I would appreciate some feedback from other associations who have more experience with this.
