[OMS_MANAGERS] Selling/serving alcohol at events

You probably need to have an approved "Plan to Manage" from the OLCC. Every
alcohol vendor would need to then individually secure a license to do so
(which is essentially an amendment to their existing license). If the event
is recurring the license could probably address future events. My
understanding is OLCC won't "license a downtown" but will do a defined
street section or two as long as minors and over-serving is strictly
controlled.
