[OMS_MANAGERS] Being a fiscal agent

My understanding is that if you have actual applied for your 501c3 the 
IRS will allow you to collect funds that the donors will be able to use 
as a tax deduction upon approval of the 501c3 status.  You might want to 
check on that to make sure.  Charlotte
