Yes, Salem has an LED ordinance.  Not as tight as the citizens want, but not as loose as the commercial businesses and churches want. 

You can contact Amy Dixon, the master of all things signs for the City of Salem at adixon at cityofsalem.net <mailto:adixon at cityofsalem.net>.  She can send you the code. 

One thing I recommend is to only allow high resolution LED signs.  The cheaper LED signs are the lower the resolution.  Low resolution makes sings very difficult to read.

The City of Salem prohibits any LED sign from being used in our downtown historic district.   I would have liked to see the ordinance prohibit any LED sign from being seen from any historic district (not just downtown).
