I'm a bit late chiming in but our events DO require council approval if the alcohol will be in a city park.  Our downtown Amphitheater is a city park so the Council has to approve a temporary liquor license for each event.  If it was an event on private property (at a business, in a vacant lot, etc.) it would not require council action.  In practice, the Council just reviews the temporary liquor request that is submitted to OLCC and approves it.  If the event satisfies OLCC it generally satisfies the Council.  

Our Summer music series allows people to walk around the amphitheater with an alcoholic drink - mixing with underage attendees, but that is because the entire amphitheater is fenced with controlled entry and exit.  We don't charge admission, but there is a monitor at the entrances to ensure that people don't leave carrying alcohol and they use bracelets to identify if someone carrying a drink is 21.

I went first to guns and don't know why you need one, if you mean Alcohol we have them at most of our events and they never needed city council approval. They have required us to hire alcohol monitors when the areas are large, we have done some where bars sever outside on an extension on their property and they work with OLCC are required to do their own monitoring.
