Hello all,
Street festivals are free by nature, taking place during the daytime, and open to all the public. It makes sense that many attendees will bring their whole family. They are likely your largest target market so it’s a very good idea to make all activities available to mixed ages.
One of the best reasons to have a fenced beer garden area is that it can be a terrific fundraiser for an organization. It is well worth the effort and requirements by state and law agencies. When fencing a beer garden, allow access to everyone so families can enter the area together. Check ID’s and put a hand stamp or wrist band on 21 & older. Be sure to attach or include entertainment, along with food, in the area so people are drawn there and/or will stay a little while.
You will need a well-spelled out safety management plan when selling alcohol all over.
When allowing for “open carry”throughout your whole festival, increase the number of T-shirt safety volunteers. If attendance is expected to be over 4,000 people (may be less as required by police), plan to hire a professional security crew. Your local police department may help you to help create a volunteer training for safety teams. Alternatively, ask the hired security to help understand what safety teams should be responsible for - and what not to do.
Either way you set it up, the OLCC has training materials to manage drinkers. They require at least one OLCC server’s permit to be responsible in your serving area and volunteer servers. They also may be able to help you design a safety plan for the day.
I am available for consulting - free with the purchase of the book and set of 85 reference templates - to help planning committees create guidelines, fundraise, manage or just think through festival activities. Thanks for the book plug Steve!
Thank you,
Bridget Bayer

I too thought you were talking guns! Unfortunately, my understanding is open carry is legal whether you like it or not (so the point is moot!)
There are basically two types of alcohol related licensing vehicles offered by OLCC:
Beer Garden (fenced) OR
Walk Around ( or in KF open carry!)
Neither would be a council issue
You would need a signature from the jurisdiction (usually the Police chief) prior to submission to the OLCC
The form is here:
http://www.oregon.gov/olcc/docs/liquor_license_and_license_process/tsl_application_form.pdf
As a professional events person I can share these thoughts.
1. Whatever you do (fenced or not) make sure to include minors within the area
2. Walk arounds are sometimes not allowed based on bars & restaurants that want to activate their sidewalks (thus creating opportunity for consumption along the way) -Mississippi street fair in Portland has 17 licensees on that day - so the street gets closed and the main stage is activated by a family friendly space that allows the association to capture revenue without competing with neighboring restaurants, bars, etc...
3. Food must be "available" which is term that sometimes is interpreted in different ways. (Hard Liquor- vs Beer/ Wine has stepped up food requirements.
4. Walk arounds usually increase sales
5. If you have state registry nonprofit status - this can open the door for donated product that can be in turn be a significant revenue stream!
6. Consider Bridget Bayer's book (BAM) book on Street festivals
http://bampdx.com/
7. Creating a festival where you can walk freely down the street with alcohol will require more controls, security, stakeholder buy in but is in fact very achievable

Hello All, We are considering going to our City Council to ask for an “Open Carry” permit for our downtown festival. Have any of your communities done this? Has it been a good experience? If you have, would you mind if I visited with you by phone about it?
Thank you, Kendall Bell
