I think your best bet is code enforcement/property maintenance. Unfortunately that limits you to going after old signs that appear to present a hazard to the public (i.e.: they may fall down). Cities don't have a lot of leverage when it comes to enforcing aesthetics.

Dallas Downtown Association
I just had a quick question that I hope you could offer some guidance on. Dallas' downtown has a significant number of signs from old businesses that the previous owners have not yet taken down. I have spoken with Brian Dalton, the mayor, and someone from the city about it, and they say that the business owners have been asked to take the signs down multiple times in some cases, but have not yet. I was wondering if you had any advice on how best to go about this, or if the only way is to for the city to take more punitive measures. Any thoughts would be appreciated! Thanks so much.
