Yes, I’ve helped organize downtown block captains for business development purposes.  The structure and scale depends on the size of the downtown, but they are a great tactic for regular two-way conversation with business owners—both to share information about what’s happening downtown and resources and to gain insight to how businesses are doing (data and anecdotal) and what they need. We are looking at using a block captain system to help get the word out. We think it might work well with some of the more "reclusive" business and property owners. Do you by any chance know of other organizations that have implemented this? Do you have any info on block captain duties and the best way to organize them?
