[OMS_MANAGERS] Homeless/Vagrancy

Sorry if this sounds snarky, but can anyone explain where the term "trespassed" came from? Traditional use is that the guilty had trespassed onto someone else's property, but locally, the 911 dispatch folks use it to describe the police response to a report of a trespasser. It seems to most often be listed as "the person was trespassed for life." No ticket, no court hearing, no chance for due process. It seems to not meet Constitutional muster, but is effective.

Our Police Department created a Trespass Form that we can complete , return to the Police Department and have someone trespassed from our buildings.
Folks who file the form are encourage to post “No Trespassing” signs and it has worked like a charm for Starbucks, after being warned by customers that they would stop going to Downtown Starbucks unless they kept the homeless from hanging out in the store’s seating area. The homeless had been hanging out in significant numbers previously, and they have virtually disappeared after the No Trespassing sign was posted. If a trespasser returns to a business after they have been trespassed, Police can arrest them.
The form has not removed all the homeless from Downtown Corvallis, but it has provided an incredible tool for our Downtown business and property owners.

The funnest topic!

Does anyone have a novel approach to removing folks from doorways?
What about a simple document explaining what the police can and cannot do to move the homeless?
