[OMS_MANAGERS] Debit/Credit Cards

 The Dallas Downtown Association has debit cards.  We do not expect people to use their own money to pay for expenses of the DDA and than be reimbursed.  The debit cards are limited to people authorized to make expenditures.  Any major expenditures need to be approved by the board. There should have a financial policy in place outlining the details.
