Attached is a copy of a sample manual I wrote when I was with the Washington State Main Street program. It is really just a guide to point you in the right direction for the types of policies and procedures you should consider developing and can be viewed as a “starter kit” for organizations that don’t have policies in place. We just updated our financial policies a couple months ago. We had a sticky situation following poor financial management during an event that caused some stress for our organization. These financial policies were made to prevent this situation from happening again. I have attached them. We wanted something simple and effective. It is working so far.

We have also been talking about credit cards vs. debit cards. Our Treasurer wants us to move away from debit cards and use credit cards more often because credit cards provide better protection against fraudulent use. Also, only a few people need a BDA credit card. Me, the Board Chair, and maybe the Treasurer.

Katie, would love that! As far as I understand, they don't have /any/ policies. So having information about financial policies would be great to share with them. Could you share the name of the workbook? There's a couple of books on financial success and budgeting for NPOs available for free from Ford Family Select Books<https://www.tfff.org/select-books/browse/community/all>, but I haven't had anyone recommend those particular books yet.

Speaking of financial policies, I attended a conference of sorts here in Salem last month that was geared towards non-profit board members. I ended up purchasing a workbook that has worksheets and examples to help nonprofits formulate essential financial policies. The Dallas Downtown Association has debit cards.  We do not expect people to use their own money to pay for expenses of the DDA and than be reimbursed.  The debit cards are limited to people authorized to make expenditures.  Any major expenditures need to be approved by the board. There should have a financial policy in place outlining the details.
