[OMS_MANAGERS] Policies

We allow checks $1,000 and under to have one signature and have authorized
all office staff to have a credit card. The E.D. and President have the
highest limits. Other staff members are allowed to purchase supplies and
other items for specific projects and programs they manage that have
adopted budgets. We do not use debit cards. A perk of credit cards are the
rewards. Since getting a credit card we've earned about $2,000 in rewards.
