Hi Marina. I know you have several of your peers who can answer this
question (including Dan Fleishman who does such a great job for Stayton),
but wanted to add that Mill City created an ordinance w/ some kind of fine
structure to deal w/ derelict properties along Highway 22 (the main road
between Salem and Bend). Stacie Cook at the city could help you w/the
details and how well it has gone so far: scook at ci.mill-city.or.us . If that
doesn't work, she can connect you w/their contract city planner.
Mill City also instituted a small grant program about the same time with
help from Marion County & others who pledged funds to it, much like Mt.
Angel, to support façade improvements. That also helped clean up some of
the more derelict buildings. And once some started to make improvements in
their appearance, others didn't want to be left behind so they made
improvements too. Something I know Shari has talked about many times : )
That stretch of Highway 22 in Mill City looks much nicer. Still a way to
go, but if you're familiar with that part of Hwy 22, it's definitely
noticeable. The outside improvements at Poppa Al's Famous Hamburgers behind
their building is particularly nice, and that was all on the owner's own
dime.
Don't know if they were able to collect yet from the owner of the biggest
eyesore remaining yet. Stacie can fill you in.

Hello,
I am currently researching codes and ordinances to update our Municipal
Code, in order to address the many problem and "zombie" properties we have
in Veneta. We are focusing on attractive nuisances and derelict, vacant or
dangerous buildings. With many of the zombie properties, old businesses have
left signs behind, so we definitely want to include something regarding
signage.
I am curious to hear of some different codes your cities have adopted to
deal with dangerous commercial buildings and general urban blight, in order
to keep the downtown a vibrant, pedestrian friendly place. I am interested
in signage codes, but also anything that your city has found effective in
dealing with this problem.
