[OMS_MANAGERS] Funding plan questions

Baker City Downtown’s Organization Committee is working on our first
comprehensive funding plan. We would *greatly* appreciate example of
budgets or funding plans from other Oregon towns. Any tips or suggestions
also would be helpful.
