[OMS_MANAGERS] OMS Revitalization Grant Property Owner Agreement

Here's the agreement we used for the grant we got in the last cycle.  Our interest was to establish measurable milestones for reimbursement and to clearly identify this as a reimbursement grant.  The work gets done, he submits receipts to the downtown association, the downtown association sends a reimbursement request to the State, gets the check and only then cuts the owner a check.  IDA doesn't have the cash sitting around to front that kind of money.

I'm getting everything together for the OMS Revitalization grant as I'm sure most of you are as well, and I'm wondering if anyone would be willing to share their agreement with the property owner you're working with? I'm not very experienced in writing grants or contracts, so I don't want to miss any bases that could need to be covered in this agreement.
