[OMS_MANAGERS] "Dark Door" tax or ordinance

Hi Sheri --

The City of Sandy looked at a "vacant buildings" ordinance for chronically
vacant commercial buildings a few years ago.  In the end, we decided on
pursuing a derelict buildings ordinance instead, which we are in the midst
of using now to demo some old, decrepit buildings in our downtown area.
However, I would suggest looking at the vacant buildings section of the
municipal code for the City of San Antonio, TX.  That is one way to do it.
