[OMS_MANAGERS] "Dark Door" tax or ordinance

This is not ordinance related, but I saw the cutest idea from a
neighborhood association in a London neighborhood over Christmas - I've
attached a photo, but essentially their Main Street Association paid to
"paper" their windows... I've done this before and it worked well for
properties that were decent and needed minimal work, for places that needed
to be condemned, not as well... just thought I'd throw it out there that
there's an option to ugly papering.
