[OMS_MANAGERS] Funding - EID, PBAD

[Downtown Bend, OR]

Greetings,

I'm hoping to have a discussion about Downtown funding.

We are funding by an Economic Improvement District (EID), but we only
assess commercial square footage. Because Downtown residents benefit from
many of our services, I'd love to design a funding mechanism like Santa
Monica
<https://www.smgov.net/Departments/HED/Economic_Development/Doing_Business_in_Santa_Monica/Business_Organizations/Downtown_Santa_Monica_Property_Based_Assessment_District.aspx>,
where they have different rates for different uses, including residential.
They do this through a Property Based Assesment District (PBAD).  I'm
looking for a model like this that has been done in Oregon.

If you have any information on an Oregon Downtown district that is funded
by both commercial and residential, please let me know.
