How would the bags be given out? Would the parents come pick them up from a set location?

Good morning, 
We haven't done a Halloween program in the past, as it is usually our Chamber who puts it on, but this year we wanted to get involved as our Chamber's resources have dwindled. 
I have attached the rough plan for what we are doing, which includes a reverse parade (think trunk or treat, but no passing out of candy besides that which is already pre-packed.

The Dalles Main Street also has a very large Trick or Treat downtown. I reached out to our city manager to offer a possible plan. 
Close 2nd street (our main street in town) to give more space for social distancing. Have one way flow on each side of the street. Require everyone to wear a mask (could be costumes) that covers the face. I reached out to our local Lions club for help to direct foot traffic and to give cues as to social distiansing. They have happily stepped up to help with this event. We would work with each store that wants to participate and have someone outside so no one is entering the business and have the person wear gloves and/or use tongs to hand out candy. 

Our city manager hasn't said no, she wants to revisit a little closer to Halloween to have a better idea of our counties Covid-19 numbers.

We’re thinking about a drive-up format. Part of our event is usually a costume parade on Main Street to kick things off – still trying to figure out how to adapt that component.

Question for y’all: 



What are you doing this year for Halloween? 



We usually do a Trick or Treat Main Street with ~4k children and family members walking along Main Street and, in most cases, entering the local business for their “treat.” That is clearly not an option this year and we have been discussing options ranging from exclusively virtual to virtual with a drive up goody bag pick up to relocating to a park on the other side of town with more space to an appointment based ‘parade’ and more.
