[OMS_MANAGERS] Voting ByLaws

My board has asked that I reach out to you all and ask,

"Please ask the other ED's that you are in contact with who votes to
approve bylaw changes for their respective associations; the general
membership or the Board of Directors?

Is there anyone that can answer this for us? Thank you in advance..
