[OMS_MANAGERS] Update on OMSRG

I have another request.

Can we change the definition of small businesses in Oregon? Right now it is
500 employees or less. There's a big difference between Main Street
businesses and something that even has 100 employees. The money that went
out through Business Oregon last week that was gone in 22 minutes - I'm
betting that none of our downtown businesses saw a single dollar of that.
