[OMS_MANAGERS] Creating a Historic District

[Business Outreach & Community Coordinator]

Good afternoon everyone,

Our Main Street organization is interested in creating a historic district
in town, but it will be a pretty big undertaking that might include laying
underground wires instead of using the power poles.  Our board wanted me to
see if anyone has undertaken a project of this size, and what steps you
took to move forward on it.
