Question:  What did you all do to get funding for "Light up downtown"?

When you all were going through the transforming level, was lighting up
downtown on your agenda? I'm curious how you all went about getting funding
for the lights? I know there is a light consultant in Portland but how
would you go about getting funding?
Is this a fundraiser, event, grants etc....
