[OMS_MANAGERS] New Statewide & Phase 2 Guidance; Phase 1 Enforcement

FYI - update on the new statewide guidance effective immediately (part of baseline not dependent on phase) & Phase 2 guidance (see below). Also, counties that will be able to move to Phase 2 on Friday will be announced tomorrow. Attached is a ppt with important information regarding the lead agency to triage complaints (e.g., OSHA is responsible where employer-employee complaints are implicated - even in areas like personal services where they normally wouldn't be implicated).
