Yes, Klamath Falls is significantly smaller than 50k and is considering some programs (nothing finalized yet).

Hi everyone,
With a number of cities now providing financial grants to small businesses (Beaverton, Hillsboro for example), our city has indicated that they are unable to do so because we don't meet a population threshold of 50,000.
I have asked for clarification on this point, but would like to know if any of your cities with populations less than 50,000 are taking financial steps to assist your members.
