I wonder if they are referencing CDBG (Community Development Block Grant) funds? These are federal dollars that are distributed directly to “entitlement” cities and the rest to the state.

In Oregon, the following receive direct funds through a specified formula developed by HUD:
Oregon tribes, urban cities (Albany, Ashland, Beaverton, Bend, Corvallis, Eugene, Grants Pass, Gresham, Hillsboro, Medford, Portland, Redmond, Salem, and Springfield), and counties (Clackamas, Multnomah, Washington).

The rest of the cities must compete for funds allocated to the state and managed through IFA in Business Oregon. J

As a side note, Business Oregon is accepting comments on the proposed method of distribution for the next round. This is something they are periodically required to do.

Hi everyone,

With a number of cities now providing financial grants to small businesses (Beaverton, Hillsboro for example), our city has indicated that they are unable to do so because we don't meet a population threshold of 50,000.

I have asked for clarification on this point, but would like to know if any of your cities with populations less than 50,000 are taking financial steps to assist your members.
