Oregon Cultural Trust Heritage & Preservation "Listening Session" Monday, August 2, 11-12:30 pm
You are invited to a listening session hosted by the Trust specifically for our Heritage and Preservation organizations. As part of a strategic planning process this summer, both the Cultural Trust and Arts Commission are actively scheduling listening sessions with a broad spectrum of stakeholders. We recognize and value the essential role that your organizations play in providing access to Oregon's heritage, hard work towards preservation efforts, and connecting Oregonians with cultural activities in every corner of the state!

1. Given the major impact of the pandemic, and now recovery, what are your organization's top priorities, challenges and potential opportunities?

Economic Development Administration ARPA Grant Opportunities:

  *   Attached is a chart of the new and expanded EDA funding opportunities. This is a handy overview. I sat in on a webinar last week. It seems like the ones that most closely align with main street are the Travel, Tourism, and Outdoor Recreation and the Economic Adjustment Assistance.
     *   The Travel, Tourism, and Outdoor Recreation grants have two components - non-competitive, direct state allocations to each state ( $510 Million) and competitive, challenge grants for all local communities ($240 million).
     *   The Economic Adjustment Assistance program is for investment in infrastructure, technical assistance, planning, and revolving loan programs through competitive grants available to every community.
  *   One message that stuck with me is that they are looking for proposals that think bigger and bolder and can build on what's already working.
  *   There is one other bucket of funding, Build Back Better, that is broken into two phases. This bucket is looking at regional growth clusters (e.g., service cluster, manufacturing cluster, ag-tech cluster, etc.) to encourage growth of a unique cluster. Something to pay attention to if your region has already had some conversations about collaborative efforts.


USDA Grant Opportunities:

  *   Rural Energy for America Program Loans & Grants (REAP): USDA Deputy Under Secretary for Rural Development Justin Maxson today announced that the department is accepting applications for loan guarantees and grants for renewable energy systems; and to make energy efficiency improvements, conduct energy audits and provide development assistance. Funds are being made available under the Rural Energy for America Program (REAP). USDA is seeking applications for Fiscal Year 2022 funding. The deadlines to apply for grants are Oct. 31, 2021, and March 31, 2022. Applications for technical assistance grants are due Jan. 31, 2022. Applications for loan guarantees are accepted year-round.
     *   Agricultural producers and rural small businesses are eligible applicants for loan guarantees and grants for renewable energy systems and to make energy efficiency improvements.
     *   State and local governments, federally-recognized tribes, land-grant colleges or universities or other institutions of higher education, rural electric cooperatives, public power entities, and Resource Conservation & Development Councils (as defined in 16 USC §3451) are eligible applicants for grants to conduct energy audits and provide development assistance.
     *   Interested applicants in Oregon are encouraged to contact the USDA Rural Development State Energy Coordinator well in advance of the application deadlines to discuss their project and ask any questions about the REAP program or the application process.
     *   These grants are awarded on a competitive basis.   *   Rural Microentrepreneur Assistance Program Loans & Grants: U.S. Department of Agriculture (USDA) Deputy Under Secretary for Rural Development Justin Maxson today announced that the department is accepting applications for loan and grants to support rural microenterprises. The funding is being provided through USDA's Rural Microentrepreneur Assistance Program (RMAP). RMAP provides loans and grants to a non-profit entity, tribe or institution of higher education as a Microenterprise Development Organization (MDO) to establish revolving loan funds to provide loans to rural microloan borrowers and micro entrepreneurs. The funds also may be used to provide training and technical assistance to microentrepreneurs.
     *   To be eligible for a loan from an MDO, an ultimate recipient must be a business with 10 or fewer full-time employees and be located in a non-metropolitan rural area with a population of 50,000 or less. Applications are being accepted in the Rural Development State Office where the project is located.
