I suggest connecting with this group: https://www.oregonbuildingofficials.com/; they can advise what it takes to administer such a code.
In my experience, mandating and regulating paint colors is a difficult undertaking, unless the property is in a historic district where specific shades have been specified to address the areas historic ambiance.

Our board is currently considering if they want to take on the job of adding a paint code to city building codes. If your organization has a paint scheme and code would you be able to send it to me? Also, was it something that your organization implemented or was it something that your city was already doing?
