Strategies for Managing Impasse
1. When stuck, talk about how it feels... set aside "the issue" for the moment.
2. Reframe the issue: Shift from substantive issues to procedural or psychological concerns. This may generate new energy to revisit the substantive issue, or put it into proper perspective.
3. Break the problem into more manageable elements. Start with a "bite-able bite" that is also a shared concern... It probably feels overwhelming in its current form... build a sense of confidence.
4. When in doubt: RESTATE... RESTATE... RESTATE!
5. Stay flexible- generate new options. Affirm the value of continuing to explore better responses when people feel trapped by their thinking.
6. Validate and affirm areas of agreement... these are frequently overlooked, as we have focused only on areas of disagreement.
7. Clarify criteria: On what basis are we evaluating the various options before us? Can we agree on criteria that are "mutually acceptable" to all parties, even if not fully shared by all?
8. Reaffirm the ground rules. Again, these are frequently overlooked at times of impasse, to our collective detriment.
9. Take a structured break... or caucus (as appropriate). Be sure people go to break with "homework" to do.

The Community Rebuilding Fund is now offering Rebuilding, Recovery and Resiliency grants. This funding track supports a range of project, capacity, capital, technical assistance and planning needs as communities continue their rebuilding work. All grants will further the Fund's goal of supporting impacted communities as they rebuild stronger in keeping with the Fund's values of resiliency, equity and responsiveness.
1. USDA Placemaking
The U.S. Department of Agriculture (USDA) Rural Development is accepting applications to support planning, training, and technical assistance to help rural communities foster placemaking activities.

The funds may be used to help rural communities create plans to enhance their capacity for broadband access; preserve cultural and historic structures; and support development in transportation, housing, and recreational spaces.
Technical assistance provided through these grants must support the development of actionable plans based on convening partners and identifying community needs that enable rural areas to build back better and stronger. The technical assistance must provide support to rural communities for up to two years.
Public and private groups, organizations, and institutions that demonstrate experience in providing placemaking technical assistance and administering federal grants are eligible to apply.
USDA is seeking to partner with at least one entity each in the northeastern, southern, midwestern, and western regions of the United States. The maximum grant amount for any one applicant is $250,000. Applicants must provide a funding match of 15 percent. The grants will be awarded on a competitive basis.
