Renatta,
We are about to (hopefully, if final approval occurs in a couple weeks) launch a grant program to help with:
1. Design Grants - our final permit program allowing them requires Structural Engineer stamps for all structures, so we are helping by hiring the architect/engineer team to help design them. This is 100% covered by the city.
2. Construction Grants - a matching grant to help fund construction of them.
Nampa, ID had a great example at a conference session a year or two ago where their city paid for and installed just the decking portions for on-street parking users, to ensure they were ADA. They then allowed users to either put the dining in the decking, or put it next to the building, and allowing the sidewalk to meander into the decking. Given recent ADA legal cases nationwide, our folks are being pretty strict about the 5' walkway being straight lines and not meandering, which confuses sight-impaired folks, so we couldn't have that as an option. I attached some screen grabs we took from that presentation.
Finally, Seattle posted all approved designs onto their website so that designers didn't have to recreate the wheel with what could be approved.

We did a parakeet program through our URA, but it was on a reimbursement basis.
