[OMS_MANAGERS] Right of Way Permits for Outside Dining

Our city planner here in McMinnville has asked me to reach out for examples
of right-of-way permits cities have issued for outside dining.  We are
updating our permit process and are looking for examples that address
adjustments made for current pandemic conditions.  Much appreciated.
