I'm interest in city funding sources. On the salary survey, many Main Streets showed a percentage of funds from “City” and I’d like to know what this looks like. I’m familiar with EID and TLT, but what are the other opportunities?
The reason this is timely is that the City of Albany presented a draft of a new TLT policy to the TLT Advisory Board last Thursday. It would move tourism related funds away from specific partners (Albany Visitors Association, Albany Downtown Association, Albany Parks & Rec, etc.) currently listed along with specifics for reserves, Collaborative Tourism Program grants, etc. The funding goes from 4-5 pages on the current policy to one paragraph on the draft which reads:
Marketing and other tourism related activities: these funds will be used for the marketing of Albany for business and pleasure-related travel, promotion of our church attractions, and support to the tourism industry. If the city desires any of these activities to be performed by one or more outside entities, those contracts will be awarded in accordance with state of Oregon and City Of Albany procurement rules and regulations."
In other words of they choose to go external for tourism, it will be a bidding process. Staff states this is because the current process is “out of compliance” and the change is “likely” a few years off. Not exactly reassuring.
It also eliminates the advisory board and replaces it with a CTP grant committee. They currently advise City Council on the full fund. Under the draft policy the new committee would only allocate $50K, about 4% of the fund.
With this in the works and our EID up for renewal in June 2023, we’re quite concerned about our funding.
