[OMS_MANAGERS] Main Street doings elsewhere

I came across this while perusing the local paper from where I lived and worked prior to coming to Oregon.  Thought Main Streeters might find it of interest.  Biddeford, Maine is a city of about 25,000.  Its downtown was dominated by very large textile mills as was common in New England.  The past few years has seen significant redevelopment and resurgence.
