I agree with Liz. There are apps out there that a layperson can use, in fact it's the same apps the professional designers use and then provide to you for hundreds of dollars. I can get you a name or two out of Port Orford, Bandon.

I taught myself how to use the free version of Sketchup for some smaller projects. There are lots of great youtube tutorials if you don't have funding for a professional or a volunteer to do renderings. Especially if this is just a teaser to get your City excited about the possibilities.
