All employers except federal and tribal governments are required to participate in the program. Paid Leave Oregon is funded by contributions made by employers and employees.

It aims to ensure that under-resourced communities can access infrastructure funding provided in the Bipartisan Infrastructure Law (BIL).
Communities interested in receiving technical assistance can submit a Letter of Interest (LOI) in partnership with at least two other local or state organizations by 11:59pm ET Dec. 6.

  *   Eligibility: LOIs must be submitted by a state, local, or Tribal unit of government or similar; nonprofit Main Street programs can encourage local or state governments to apply and be a part of the local partnership. Applicants must include a lead applicant and at least two community partner organizations.
  *   The program is targeting disadvantaged communities.
