[OMS_MANAGERS] Checklist or process to vet developers/building owners?

Hello!

Does anyone have a checklist or application process for developers/building
owners who are interested in an OMS grant? I want to make sure I have some
formal process in place that will help determine if the owner understands
the standards for rehabbing buildings and has the correct expectations for
the progress reports needed, timelines, etc. Also we want to ensure we are
working with developers that have a good history of finishing projects.
Just don't want to reinvent the wheel if other towns have something like
this already created.

Also, has anyone turned down owners/developers if they don't fit
the requirements? What if there are no other businesses who want to apply?
