Here's the solicitation IDA used for the 2022 grant.  We had a group of 3 or 4 people score each response to determine the winner.  I can't find the scoresheets unfortunately but it's not hard to figure out 4 or 5 elements (need, importance to the downtown, job creation, readiness to proceed, etc.) that you can allocate a total of 100 points to while weighting the things you care most about.  We were fortunate to have two really good projects out of three total responses.  Knowing there would be another OMS grant round in 2023, we awarded one and said we would apply for the other project the next year without doing a solicitation.  I also attached a copy of the grant agreement that IDA uses if the project is awarded an OMS grant.  I think it's important to spell out that the person doing the project will have to front the money until a reimbursement comes through, which could take some time.
