[Opds-contracts] How does this work?

I am a newly formed business that is looking to conduct business for Public
Defense Attorneys in Oregon.  I'm not sure of the process that needs to
occur prior to being able to get paid for public defense work as a
non-lawyer expert in digital forensics.

I also need to know what the pay is for what I do?  Is it paid at a flat
rate, or am I paid based on what I bill?

Are there any forms I need to fill out ahead of time?

Any help will be appreciated greatly.
