Why in the Sam Hill can't I remember his name -- oh. yeah. 

Sam Hill. Quaker pacifist. Built Maryhill, the Stonehenge replica, the
Peace Arch at the Canadian border, etc. d 1931. He was truly an
extraordinary individual. 

The Historic Columbia River Scenic Highway was constructed from
1913-1922, according to ODOT.
