[or-roots] Winter of 49

If memory serves, both the Willamette and Columbia were frozen over in late 
Dec. 1948 or very early Jan. 1949. My baby was just a few weeks old (b. Dec. 
17, '48) when we left him with my mother and drove down to see the Columbia 
frozen over. It was quite a sight.

My dad used to talk about the year the Willamette River froze over.  He 
has pictures but no year on them.  Did this happen in 1949?
