[or-roots] Snow, Floods, Etc

We lived in Hermiston and I recall snow-it did not happen often there and all 
of a sudden there was water everywhere because even the sand was frozen and 
no water could soak in as you mentioned.  I recalled the bridge washout because 
one of the fatal car accidents involved some friends and acquaintances.  
Pretty easy to remember you are mortal when that happens.
