Did you already find the WW1 record listed in the Oregon Archives
Historical Records database?
If not, go to
http://genealogy.state.or.us/start.lasso?location=search
enter his name and select record type World War 1
Also - There is a Washington D.C. researcher I have used to speed up the
red tape. He charges approx $30-$40 and gets the papers to you within a
couple of weeks.
