[or-roots] missing from 1860, 1870, 1880 censuses

1860 and 1870 (and 1880) censues may be complete but the people in some areas 
are completely missed.  in case of Baker County, one entire community of
Wingville is not enumerated at all in 1870 census! There's more than 100
families in this community alone and it's the first permament settlement in
the county.

in case of 1880 Baker County, the ENTIRE area between Ontario and Nevada/
Idaho border is completely overlooked. I am still looking for the people
who lived in Ontario, Nyssa, Vale, Jordan Valley, etc. They have been
there since at least 1864.

So it is likely there are other spots in Oregon that were overlooked
in 1860, 1870 and 1880 censuses.
