Your last question about the name of Carroll County can field myself. 
Carroll County was organized in 1839, and was named for Charles Carroll.  He 
was a landowner and politician from Maryland.  He was one of the men who 
signed the Declaration of Independence.  Since the first settlers were 
originally from Maryland and Charles was a political hero of the day the 
name was bestowed on the County.  The brother of Daniel R Christian, George 
W Christian donated the land that the current court house sits on this very 
day.
