Select the "standard" tab and put the number under "Document Nr:"

One thing that you will notice if you put in "1" is that you get four pages
of hits.

It appears that each Land Office and "law" would start from "1" -- so if you
also select

"Obviously"  there's not a direct relationship between when a plat was
"settled" and a "claim filed" and when it was granted. 

So, just to check these, here's what GMODLC says:

On Abernathy and McLoughlin -- I find nothing in the book, but check out No.
219. The "No 1" may be a "fix" for No 219, which has an issue date of
1/23/1873, with Ann and George, T2Sr2E, sect 21, 28, 29, 30.  (ORORAA
043871) And, likewise, Dr John McLaughlin and Marie Antoinette Neujian,
issued 1/26, 1892, (ORORAA 044191) for T2S R2E, Sect 30/12.  Very odd that
one.

Edward and Sophia Crete are listed on Vol 3, p 171, as having TD 1. P 3/157
gives a certificate from the Dalles, "Crete (Crait-Crate) (X), Edward; b
1822, Canada; Arr Ore 1 Nov 1837; SC 1 Apr 1851; m Sophia 15 Jun 1844,
Vancouver, Ore. T (Wash). . . Pat was dated 16 Jan 1882.  

No. 1 (Oregon City) Hibbard, King, Marion Co; b 1806, Ontario Co, N. Y.; SC
1 Apr 1848; m Nancy 26 Mar 1835, Tazewell Co, Ill. Aff: Wm. Brisbin, Ralph
C. Geer, John W. Shrum. 

1 McKay, William C (vol 3, p 157) , Umatilla Co (formerly Wasco); b 1822/3
Clatsop Co, Ore. T; SC July 1851/Apr 1852. McKay states he is a native
half-breed Indian. Feb 1856 he was driven from his c by hostile Indians. Mar
1875 C. O. Fanning gave aff he was owner of this c. Orlando Humason gave aff
this claim is identical land claim mentioned and described in the treaty
between the Cayuse tribe May 1855. Aff: Edward (X) Crate. Pat dated 27 Feb
1874.  

Hmm interesting -- Edward Crate/Crete is fellow above....

Finally, Jane and John Rankin (Roseburg Land Office)
1 Rankin, John, Jackson Co; b 1812, OH; Arr Ore 16 Oct 1852; SC 1/6 Aug
1853; m Jane 7/8 Apr 1852, Mahaska Co, IA. Paid for c 14 Mar 1856, Rec #50.
Aff: John Rankin, Jr, Daniel Carlisle (Carlille).

So, as we see, the "we're #1" may apply to many things, but having the "#1"
certificate means very little.

In this case, in Marion County, we'd have to go through the entire list (no
thanks) to see who "settled claim" first, I would think.

No, I didn't find that at all, now that I know it is there, I can see it in
the index, but last night I sure couldn't see it, I guess I should be more
beware of making blanket pronouncements at the end of long days.

As to the numbers I recall haveing difficulty making the numbers in the
Genealogical Material book match up with BLM, but it seems to me like
somewhere in the BLM info the numbers in the book do show up?

In the book they start with number one and are consecutive for the entire
5289 DLC's, perhaps Denise has the right idea in that perhaps TD was the
first one to stake a bonafide DLC, either in his area or period, but others
filed theirs first.

The whole idea of his claim being first seems silly to me since there were
already some people from the United states in the Willamette valley when the
wagon train(s?) of 1843 came over, there was a mechanism created by the
provisional goverment of Oregon before we actually became a territory to
allot land to settlers in a manner similar to the DLC system and if I
remember right a DLC couldn't be filed until the area in which you claimed
land had been subdivided by the GLO.

It makes a good story for the family I guess.
