I think you are right, Darlene.  If Dan checks out the references you 
gave him earlier:
(Also from Ancestry, from the National Archives:  On August 4 (could be 
21 -- hard to read), 1890, Henry Rogers filed for invalid's pension 
(Application No. 932645, Certiricate 6    73293) in Minnesota.  Service 
was F. 44. Wis. Inf.  On Sep 6, 1904 Elizabeth M Rogers filed for 
widow's pension (Application No. 813103, Certificate No. 583574) in 
Oregon.) he should be able to determine the actual date of death from 
Elizabeth's pension application.

He can probably even find out from the National Archives who ordered the 
headstone, would assume it was Elizabeth, or maybe it was just a result 
of her notifying them of his death and they made the headstone.  It 
really shouldn't matter what company manufactured the headstone.  
Veterans doesn't set the stone unless it is in a V.A. cemetery so 
probably someone in the family arranged for setting the stone.  Older 
cemetery records being what they are, things were not always annotated 
in the records like we might like but you just have to move on.
