Yes, Denise that is exactly what I found. We found the obit that indicated she lived in north Portland, was in hospital in Vancouver WA where she died but services and burial were in Portland. I also learned that "46" is the. State code for WA
Does not seem to apply to out of state residents whose remains were brought to OR for burial.
We learn new things every day!

I recommend you search the death indexes of nearby states to see if they actually died in another state and were buried in Oregon.
