Feb. 1, 2026, Cost of Living Adjustment Implementation
Recommended Agency Actions Before Jan. 29, 2026:

  * Finish any "In Progress" compensation-related business processes (for example, "Request Compensation Change", "Job Change", "Hire", etc.) that take effect on or before Jan. 31, 2026.
  * Wait to start any compensation actions that take effect on or after Feb. 1, 2026. These should be done after the COLA is applied so the new salary rates are included.
  * Double-check compensation for new hire employees or job changes.
Important: If you have "In Progress" actions and actions with effective dates after the COLA (job changes, hires, additional jobs, recruitments in flight with the pre-COLA compensation data and actions completed prior to the COLA implementation, etc.), those actions will need to be reviewed and updated.

Reports are available in the HR Reports App<https://wd5.myworkday.com/oregon/d/inst/13102!CK5mGhEKBggDEMenAhIHCgUI1A0QKA~~*Rw4VZiRMqNI~/cacheable-task/23748$1.htmld#backheader=true&TABINDEX=0> to help you find events that are in progress or future dated for employees. Below are a few helpful reports to run:

  * CMP | In Progress Compensation Changes
  * HCM | Employee Events in Progress by Selected Initiated and Effective Dates
  * HCM | Employee Events by Selection Report
Workday System Actions:
The Workday team will complete the COLA compensation changes in phases on the agency's behalf. This effort includes the adjustments to the salary plan structure (rates) as well as adjusting employee salaries (excluding off-season seasonals) effective Feb. 1, 2026.

COLA changes will be applied in two phases:

  *   Phase 1: Starts Jan 30, 2026 - this includes most representations.
  * Phase 2: Starts Feb. 3, 2026 - Judicial Branch Judges (JE REPR), Psychiatric Security Review Board, and Legislature Elected Officials (LE REPR).
February's PERS pickup and merit increase files will run on Feb. 1, 2026, using the updated COLA rates.
Note: Compensation actions "In Progress" will error and not complete. This is because Workday only allows one compensation change to process at a time. Those items will need to be updated manually by the agency.
After COLA Is Applied:
Once the central COLA efforts are complete, the Workday Announcement will be updated to notify you to complete validation of worker's compensation. The Workday Announcement is posted to elevated roles.

Agency action:

  * Validate worker's compensation and update variable dollar allowances (like Work Out of Class), as appropriate.
  * Complete any compensation actions that errored during the COLA adjustments ("In Progress" compensation actions not completed prior to the COLA update).
  * Complete validations and manual updates prior to Feb. 23, 2026.
Note: The Workday Help Desk receives an increased number of compensation and payroll related cases near the payroll time entry deadline. To avoid delays, please submit cases as soon as possible.
Create a Workday General Help case with any questions regarding this communication.
In partnership,
DAS Workday Oregon Program
